The PIPELINE

May 28, 2003

SB 252(Olmstead--DHS Database):  The bill was heard in the Senate Health and Human Services Committee today and the committee unanimously recommended concurrence with House Amendment #1.   A Senate floor vote could occur as soon as tomorrow and the bill will then go to the Governor.   This would be the first piece of substance legislation regarding Olmstead to reach the Governor.

HB 816 (Annual Reporting by IDES or Successor Agency re employment outcomes for Persons with Disabilities):  The House Developmental Disabilities and Mental Illness Committee voted 6-0 to recommend concurrence with Senate Amendment #1.   The House will take final action on this bill in the next 3 days.

SB 1621(Olmstead Planning Bill) The bill was called back to 2nd Reading today for purposes of an amendment.   The amendment will delete provisions relating to the transition from the "Katie Beckett" kids waiver to the ORS Home Services Waiver.  We are doubtful that we will have time to move the bill through both houses by Saturday night.

HB 3738(Appropriations Bill)  This bill will  be heard in the Senate Appropriations I Committee tomorrow morning at 9 a.m.   It contains a House Amendment that would provide a 2% COLA for DD and MI providers, a $1/hour raise for personal assistants under the Home Services Program,  addtional funding for Supported Employment, funding for additional CILA placements, etc.   Word is that Senate President Jones intends to move this bill through the Senate and to the Governor.
